US aids human rights groups in beating cybersecurity threats

MANILA, Philippines — The United States is providing funding to better equip Philippine-based human rights organizations in preventing cybersecurity threats.

The US Embassy in Manila told the Philippine News Agency these include doxing, phishing, and organized digital attacks.

The US Agency for International Development (USAID), in collaboration with The Asia Foundation, launched the ₱16.8 million C4HR-PH initiative.

Cybersecurity for Human Rights in the Philippines will provide tools and training to more than 150 local organizations nationwide for over 10 months.

The Asia Foundation’s cybersecurity experts will help design and conduct training in risk management, phishing awareness, digital security assessments, and the adoption of cybersecurity protocols.

The latter includes multi-factor authentication and regular data backups.

Sheila Formento, national coordinator of the Alternative Law Groups, stated:

“Now, more than ever, civil society organizations are reliant on technology and the internet to operate and pursue our advocacies.”

“We welcome this partnership as it helps us protect our members who are constantly online and vulnerable to cyberattacks.”

The US Embassy in Manila explained that this new project aligns with the United States’ objective of empowering organizations in promoting human rights and democracy.

USAID Philippines Acting Mission Director Rebekah Eubanks reiterated why human rights groups need defense against cybersecurity threats:

“Cyber resilience is not just about protecting data. It is about ensuring that democracy defenders can continue their vital work without fear of digital interference.”

“This initiative reflects USAID’s commitment to fostering a safe and open digital space for civil society.”

Other government agencies are also building the Philippines’ cybersecurity.

For instance, the Cybercrime Investigation and Coordinating Center (CICC) and other public and private sector partners launched Protecta Fintech.

It’s an agreement among numerous fintech companies to bolster the protection of the Philippines’ digital financial ecosystem.
